(Bismarck, ND) — The North Dakota Supreme Court is siding with the state against a hairstylist who defied Governor Doug Burgum’s pandemic orders. The justices entered their ruling yesterday in a test of Burgum’s authority to temporarily restrict businesses as a public health measure. The case stems from a dispute over the operation of a Minot nursing home’s hair salon during the early months of the pandemic when Burgum had ordered salons and barbershops to close.
