Richmond Public Schools Approves Policy to Safeguard Students from Immigration Enforcement

Richmond, VA – In a decisive move, the Richmond Public Schools (RPS) Board voted unanimously to adopt a new policy aimed at safeguarding students in the event of an immigration enforcement action by U.S. Immigration and Customs Enforcement (ICE). The policy is a response to the increasing national immigration enforcement efforts, particularly under the administration of former President Donald Trump, which had raised concerns over potential ICE operations at schools, previously considered safe havens for children.

The newly passed policy seeks to ensure that RPS remains a sanctuary for all students, regardless of their immigration status. The decision comes as a direct effort to protect students from disruptions caused by immigration raids within school premises.

RPS District 9 Chairwoman Shavonda Fernandez outlined key elements of the policy during the board meeting, emphasizing that ICE, along with any state or local law enforcement agencies acting on behalf of federal immigration authorities, must comply with the new guidelines. According to Fernandez, the policy mandates that no immigration enforcement action can take place on school grounds unless it is accompanied by a judicial warrant or unless other legal considerations apply.

“Richmond Public Schools, to the furthest extent of the law, will not allow any individual or organization to enter a school site if that visit would disrupt the educational setting,” Fernandez stated. If such a situation arises, the warrant will be reviewed by Superintendent Jason Kamras before any further action is taken.

In addition to restricting enforcement actions, the policy also ensures that student data, particularly regarding immigration status, will remain protected. No student data will be collected in relation to immigration status, and any inquiry from ICE or similar agencies will only be considered after Kamras confirms that the request complies with federal and state laws.

“Richmond Public Schools shall review its record-keeping policies and practices to ensure that no data is being collected with respect to students’ immigration status,” Fernandez explained.

As part of the policy, RPS will establish a Rapid Response Team within the next 30 days. This team will be tasked with providing support and resources for students who may be affected by immigration enforcement actions. The district is committed to ensuring that students do not lose care or supervision due to federal law enforcement actions.

Teachers and counselors will also play a critical role in the implementation of the policy, providing students with reassurance and support when necessary. The district plans to keep the community informed about compliance efforts at the next school board meeting and will post the resolution at all RPS locations.

This policy marks a significant step in protecting vulnerable student populations and underscores Richmond Public Schools’ commitment to creating a safe and inclusive environment for all students.
