At approximately 6:23 a.m. on December 12, officers responded to a report of a crash involving a vehicle and a pedestrian at the intersection of Midlothian Turnpike and East 29th Street. When they arrived on the scene, officers found a man lying in the westbound lanes of the busy roadway, having been struck by a vehicle.
