Richmond, VA — The Greater Richmond Transit Company (GRTC) introduced two new safety programs aimed at improving the overall rider experience and ensuring a safer environment on its buses and at stations. The Public Safety Officers (PSO) and Public Safety Ambassadors (PSA) programs officially launched on January 3, 2025.
The initiative, which focuses on both proactive support and enhanced safety measures, involves two key groups. Public Safety Ambassadors are primarily responsible for assisting passengers and providing support on GRTC buses and at various stations. These ambassadors have undergone an eight-week training program designed to equip them with skills in de-escalation techniques and crisis intervention. In addition, they are trained to handle first aid situations, and some ambassadors are also equipped with Narcan, a medication used to treat opioid overdoses.
Kevin Hernandez, GRTC’s Chief Operating Officer, emphasized the dual role of the ambassadors. “They’ll be there to help out passengers and they’ll be trained with de-escalation techniques and crisis intervention,” he said, noting that the ambassadors will move throughout stations and ride on buses to engage directly with riders.
At the same time, trained Public Safety Officers will accompany the ambassadors, especially at high-traffic areas such as the downtown transfer station. These officers are security professionals tasked with ensuring safety and addressing any potential issues that might arise during a ride or at a station. Their presence, alongside the ambassadors, is designed to provide immediate support to both passengers and staff members.
Hernandez pointed out that disruptions on buses often result in delays, as operators are forced to stop and address issues with passengers. These interruptions can cause a ripple effect, leading to additional delays and affecting the overall schedule of the buses. He believes the new safety initiatives will help minimize such disruptions, allowing operators to focus on their routes and improving service reliability.
The introduction of these programs comes in response to several violent incidents that occurred on GRTC buses and at bus stops over the past year. Hernandez stated that the safety of passengers is a top priority for GRTC, adding that the new programs are a crucial step in creating a safer and more supportive transit system.
With the launch of the Public Safety Officers and Ambassadors, GRTC aims to provide riders with a safer, more comfortable transit experience while addressing any safety concerns quickly and efficiently.
